S. Whitley shooter sent to trial By NICOLE MINIER The Post & Mail

SOUTH WHITLEY — A trial has been set for a South Whitley man charged with murder and reckless homicide. David Hagan, 52, was charged after a decision by a Grand Jury this month. Hagan’s four-day trial is set to begin April 19 at 9 a.m. in Whitley Circuit

David Hagan accused of murder, reckless homicide Court. The case dates back to August when Hagan admittedly shot a man, Adam Porter, 29, in his backyard. Hagan called 9-1-1 after the shooting and told police he shot the man in self defense. He put the gun down and met police in his front yard.

He was detained without incident and taken in for questioning. Official later released Hagan without enough information in the initial investigation to charge him. After the investigation was completed, Whitley County Prosecutor Matt Rentschler called on a

Grand Jury to decide if Hagan should be charged. He was then charged with murder and reckless homicide by the decision of the Grand Jury, which consisted of six members. The Grand Jury convened for three days. If convicted Hagan could face 45-65 years in prison

for the murder charge and 1-6 years for reckless homicide, which is a Level 5 felony. The case was investigated by the Indiana State Police and Whitley County Sheriff’s Department. He is being held in the Whitley County Jail without bond.

Smith-Green approves amended SRO contract By NICK RUPERT The Post & Mail

CHURUBUSCO – Smith-Green Community Schools approved an amended School Resource Officer agreement Monday night. “We are fortunate to be able to provide an SRO here at our school,” Superintendent Galen Mast said. The position filled by Chad Fulkerson is paid for by a School Safety Specialist grant, made available to the school in October. Originally, the school system believed the grant would be effective Jan. 1, 2016 through Dec. 31, 2016. Therefore, the previous draft of the SRO contract planned to hire Fulkerson during the second nine weeks of the year and pay him through the grant, Mast said.

COLUMBIA CITY — Three Fort Wayne men charged with attacking a Whitley County woman appeared in Whitley Circuit Court Monday morning. Henry Wright, 25, faces three felony charges in the incident and was the first to appear in court Monday. Wright faces charges of rape, kidnapping and robbery. The court assigned him Anthony Wright Churchwood as a public defender; however, Wright refused Churchwood as his attorney. Brad Baber will be his attorney. On his way out of the courtroom, Wright called out to the public: Benson “I’m innocent,” he said. “I’m innocent.” Wright faces the most serious of charges after three men allegedly worked together to abduct a woman in South Whitley, and drive her to Columbia City to rob her. According to court Thomas documents, the men were in a vehicle behind the victim, then drove into the back of her van. When the woman got out of her vehicle, Wright allegedly approached her and forced

WCCS board makes final decision on 2015-16 calendar By NICOLE MINIER The Post & Mail

COLUMBIA CITY — Whitley County Consolidated Schools’ Board of Trustees made a final decision on the 2016-17 calendar at Monday’s meeting. Despite opposition from some board members, the motion passed 6-3, with Tim Bloom, Bill Tucker and Deb Hiss opposed and Jamie Renbarger, Jill Western, Don Armstrong, Stan Meyer, Dan Curless and Mary Ann Schaefer in favor. Though the decision was split, most all board members agreed that something needs to change for next year.

“I would like to revisit the make up of the committee and possibly expand it,” Schaefer said. “If we are having this much discussion every year, then we need to look at the committee and see how it can be improved.” Both Bloom and Hiss said they received phone calls and emails from constituents regarding the calendar. “I have been inundated with phone calls from parents and teachers about this split week for holiday break,” Hiss said. Although some school systems are out of school for break starting this week, WCCS students are in school on Monday and Tuesday. The 2016-17 calendar is

the same. “I have to represent my constituents and vote against it,” Hiss said. Bloom said he received a thoughtful email from a parent about a balanced calendar, or year-round school. “Parents are expressing constructive ways to look at some of these calendar issues for next year,” Bloom said. “I think we should involve some other stakeholders.” Before the vote, Board President Don Armstrong suggested the board pass the calendar for this year.

NE Ind. board will decide how $42M is spent AUBURN (HSPA) — Now that northeast Indiana has been chosen to receive a $42 million state grant, a regional board must decide how to spend it. The Indiana Economic Development Corp. last week awarded $42 million each to three regions of the state — including northeast Indiana — for projects aimed at attracting and retaining talented new residents. A proposed increase in the program from $84 million to $126 million will require approval

70 potential projects on the list by the Legislature. Jeff Turner of Auburn chairs the five-member Northeast Indiana Regional Development Authority that will make decisions on using the state grant. Turner said the authority’s mission is to decide, “How can we best leverage this money to improve northeast Indiana as a place people want to be?”

The authority has approved a list of nearly 70 potential projects spread across the region’s 11 counties. Early next year, supporters of those projects can begin applying for shares of the $42 million. The goal is to get projects moving as quickly as possible, Turner said. “Those who are ready first are going to be the most likely ones to

receive funding,” he said. “They should be working now on getting their funding and all the pieces together.” Northeast Indiana must use half of the $42 million in 2016 in order to receive the second half of the grant, Turner said. “All of it has to get out there working in the region in the first two years, or we lose it,” he said. Every project on the list will have a fair chance at receiving money, Turner said.

“If they’re on the list, that meant community leaders felt they’re important to their community,” he said. The projects are divided into four categories: arts and culture, greenways and “blueways,” education and industry and downtowns and community development. “Those who come earliest … are going to have likely a better chance,” Turner added. “We’re not

Coroner: Coach found dead in jail took own life INDIANAPOLIS (AP) — A coroner says an Indianapolis gymnastics coach who had been facing child p*rnography and molestation charges when he was found dead in his jail cell took his own life. Chief Deputy Marion County Coroner Alfarena Ballew said Monday in a statement that 49-year-old Marvin Sharp died from asphyxia due to suffocation. Sharp was found dead Sept. 19 in his Marion County Jail cell. The USA Gymnastics 2010 Coach of the Year was arrested Aug. 24 on four counts of child molestation and three counts of sexual misconduct with a minor.

Ann J. Lemmon, 79 Oct. 17, 1936 — Dec. 21, 2015 Ann J. Lemmon, 79, formerly of Columbia City, died at 1:35 a.m. Monday, Dec. 21, 2015 at Visiting Nurse & Hospice Home, Fort Wayne. She was born Oct. 17, 1936 in Fort Wayne. Most of her formative years were spent in Auburn. In 1950, her family moved to Columbia City. She graduated from Columbia City High School in 1954. On July 16, 1954, she was united in marriage to Phillip Dean Lemmon. Lemmon They made their home in Columbia City with the exception of three years in Valparaiso. In August 2014, they moved to Sycamore Village. Ann worked for Webber Insurance, Gates Bros., Rush Law Office, Dr. John Wilson, Dr. James Lawrence and lastly Columbia City High School cafeteria. She was a member of Grace Lutheran Church and formerly Delta Theta Tau. Surviving relatives include her husband, Dean; five children, Cathy (Michael) Schrader, Carla Schmitt, Stephanie (James) Wigent, Stephen (Brenda) Lemmon and Joel (Shannon) Lemmon, all of Columbia City; 13 grandchildren; 10 great-grandchildren; and four brothers, Allan D. White, of North Manchester, Dennis White, Bradley Nelson and Barry Nelson, all of Columbia City. She was preceded in death by her mother and step father, Margaret and Harold H. Nelson; and two great-grandsons. The funeral service will be held at 10 a.m. Thursday at Smith & Sons Funeral Home, Columbia City. The burial will be in Eberhard Cemetery. The visitation will be from 2 to 4 p.m. and from 6 to 8 p.m. Wednesday at the funeral home. Preferred memorials are to Heartland Hospice, Hospice Home or Grace Lutheran Church. 19-year-old Indy man dies in police pursuit crash GREENWOOD, Ind. (AP) — Suburban Indianapolis police say a 19-year-old man was killed when his car crashed as he fled from police during a high-speed chase. The Johnson County Sheriff’s Department says Esteban Cuatlacuatl of Indianapolis died Friday night after he was ejected from his car when it hit a telephone pole near Greenwood just south of Indianapolis. The Indianapolis Star reports that police said Cuatlacuatl led Bargersville police on a high speed chase from Bargersville before his car crashed near Greenwood after reaching speeds of more than 100 mph. The police report says the teen’s vehicle hit a telephone pole and rolled four times before flipping twice. The Johnson County Sheriff’s

Department did not immediately return a phone call seeking additional information on the police chase.

Miller was behind bars after being convicted of theft and receiving stolen property. He was set for released on May 3.

Indiana prison escapee surrenders in town 80 miles away

ELLETTSVILLE, Ind. (AP) — An inmate who escaped from a southern Indiana prison last week has surrendered to authorities in small town about 80 miles away. State Police said 21-year-old Rodney Miller and his girlfriend surrendered without incident early Sunday in the Monroe County town of Ellettsville, about 10 miles northwest of Bloomington. Miller escaped Friday night from the Henryville Correctional Facility and then walked away from the prison that’s about 20 miles north of Louisville, Kentucky.

INDIANAPOLIS (AP) — Indiana has been awarded a $2.7 million federal grant to help communities and businesses prepare for a downturn in Department of Defense spending. (AP) — Prosecutors have dropped a murder charge against a northern Indiana woman whose 2-year-old daughter was fatally beaten. Krysti Lavanway, 24, of Plymouth has pleaded guilty to neglect in the death of 2-year-old Serenity Wilson.

Lavanway is due to be sentenced Wednesday on that charge. Deputy Marshall County Prosecutor Tami Napier said Monday an autopsy shows there was no evidence that Lavanway struck the child. The child died Sept. 19 at a Fort Wayne hospital of mul-

LAFAYETTE, Ind. (AP) — The widow of an 88-year-old Indiana man whose body remained in his home for at least months after he died has been sentenced to two months in jail. Fifty-six-year-old Ila Solomon also was given 100 hours of community service Monday and will remain under court supervision for six months. She’d faced up to two years in prison after pleading guilty last month to failure to report a dead body and unlawful disposition of a dead body. The Tippecanoe County coroner has said Gerald Gavan Jr. was dead for at least nine months when his body was discovered in May 2014.

The Indiana Department of Natural Resources says 83-yearold Eugene Schneider of Fort Branch was pulled from the water shortly before 6 p.m. Sunday and pronounced dead at a hospital in Evansville. Schneider left his home to go fishing around 2 p.m. Sunday at a private pond near Haubstadt. His son found him face down and unresponsive in the pond after Schneider failed to return.

The number is her only tangible connection to the dream. She believes the phone number belongs to the CEO of Amalgamated Cash Claims, a firm that initially promised her a sweepstakes

package of $3 million and a BMW automobile. Amalgamated verbally guaranteed that the prizes would be sent to her Anderson home. But she had to send a check to pay a processing fee. Then, they asked for duty tax; then a fee to open the safe where the money was stored. As their demands mounted, she sent them near-

ly $50,000, she estimates. She still dreams that the money and car are coming. But she has been waiting nearly a year for delivery. “My nerves are rattled,” she said. “I’m so nervous my hand shakes when I write a check.” The Herald Bulletin is not using the Anderson woman’s name because she may be the

victim of a sweepstakes scam that targets the elderly. She first learned about the prize through a phone call. She sent the man money but grew frustrated with his rough demeanor. A man identifying himself as the CEO took over the calls. He’s known to her as Mr. Washington. He seemed forthright in talking about

scam artists. “He said a lot of those men are unscrupulous. ... He said, ‘I know you’ve heard this before but you can trust me,’” she recalled. Washington recently told her that the prize package had leaped to $9 million. She believes him. Washington, with his Jamaican accent, is a friendly man who often

calls just to inquire about her health and family. “I kind of believe him. I do think I have gotten one of the good guys. Surely there has to be one in the bunch that is good.”

going to go out the communities and say, ‘This is the one we like — apply to us.’” Board members will look at a number of factors from each project in making decisions about funding, he said. “Do they have financing, commu-

nity support, does it fit the goal of enhancing quality of place?” Turner said. “Does it have a broad enough impact to … keep and attract talent to northeast Indiana, which is the whole goal of the RCI?” The authority will not pay the full cost of any project.

“We’d like it to probably be in the 20 percent range,” Turner said. “and there will be some approved at much smaller (levels), like 5 or 10 percent.” He added, “Part of the application will be to show us that we’re sort of the last peg in the financing

Graham ends his presidential campaign WASHINGTON (AP) — Republican Sen. Lindsey Graham ended his 2016 campaign for president Monday, saying he remains committed to working to achieve security for the American people. With just over a month to go

until early voting begins, the South Carolina senator — the only candidate from one of the four early voting states — posted a video saying he was proud of his campaign, which he said was focused on the nation’s security.

“You have honored me with your support. I believe we have run a campaign we can be proud of,” Graham said. “We put forth bold and practical solutions to big problems about retiring our debt and fixing our broken immigration system.

BROOKVILLE, Ind. (AP) — A federal judge has dismissed a legal dispute focused on a Nativity scene that has been display each winter for decades at a courthouse in southeastern Indiana. The parties agreed to the lawsuit’s dismissal with the understanding that Franklin County will allow local residents and churches to erect both religious and nonreligious displays outside its courthouse in Brookville. A federal judge in Indianapolis dismissed the case Thursday. The American Civil Liberties Union of Indiana had sued the county in March for not allowing certain secular groups to erect displays outside the courthouse, The Indianapolis Star reported. The ACLU of Indiana filed its suit on behalf of the Wis-

Both groups applied for a permit to erect their displays outside the courthouse, but their applications were denied because neither group was local. A county ordinance allows only local residents and groups to erect displays. However, as part of the settlement, the county agreed to let nonresidents apply for a permit as long as they have a local contact, said Tom Ciesielka, spokesman for the Thomas More Society, which represented Franklin County in the lawsuit. Under the settlement, both sides have agreed to pay their own legal fees, including attorney’s fees and

other expenses, incurred during the case. Attorneys for the ACLU of Indiana did not return messages seeking comment Monday on the lawsuit’s dismissal. For more than a half-century, the courthouse lawn has included a Nativity scene featuring life-size figures of a baby Jesus, Joseph, Mary and the three wise men. The ACLU of Indiana also sued the county in December 2014 over the display on behalf of the Freedom From Religion Foundation. That suit, which was dismissed in September by a federal judge, accused county officials of violating the Establishment Clause of the U.S. Constitution by allowing a Christian symbol on public property.

Colts trying to pick up pieces for final stretch INDIANAPOLIS (AP) — The Indianapolis Colts’ postseason plans are in tatters. They’ve lost their grip on the AFC South. Their slim hopes are in the hands of other teams. Andrew Luck and Matt Hasselbeck are still battling injuries, and on Monday, their depth chart at quarterback got even thinner. With two weeks left in the season and their playoff chances fading, one of the summer’s trendy favorites is trying to dig itself out of this mess. “Keep fighting,” Pagano said, explaining his message to the team Monday. “Like I said, we signed up for 16 regular-season games and we’re going to finish. I told them to finish the race.” There are far bigger problems than

effort in Indy (6-8), and they don’t seem to be getting any better. Pagano had no update on Luck, who has missed five straight games with a lacerated kidney and a partially torn abdominal muscle. He still has not been cleared to compete during the team portion of practices, but if he is cleared before the end of the season, Pagano said Luck would play. And as if that wasn’t enough, receiver Griff Whalen, Indy’s emergency quarterback, went on injured reserve with a fractured rib. That leaves the Colts with only one healthy quarterback on the team, third-stringer Charlie Whitehurst, and a real quandary. The depth chart has shrunk so much that Pagano was even asked about using punter Pat McAfee as a quarterback at practice this week. But that’s not how the Colts are going to salvage their sinking season. First, they must start taking advantage of their opportunities. Four times in the first half Sunday,

They have 36 points in the last three games combined, and one of the scores came on a defensive touchdown. Pagano believes it can happen. “I’d hate to sit there and let something slip by and then all of a sudden look back and say, ‘Boy, I didn’t know they were going to lose two games,’” Pagano said. There’s more at stake than just this season, too. After three straight losses left the Colts on the outside of the playoff picture, the chatter around town has again focused on the futures of Pagano and general manager Ryan Grigson. Grigson went all in on making a Super Bowl run by spending heavily in free agency. Pagano gambled he could hit the jackpot by leading the Colts to a Super Bowl in the last year of his contract.

(AP) — Notre Dame coach Brian Kelly had a question for the eighth-ranked Fighting Irish as they began preparations to face No. 7 Ohio State in the Fiesta Bowl: "Are you committed to this game?" "If you're not committed to playing this game, just let us know. Because I'll go home early and we'll spend time with our families. In other words, you don't have one foot out the door because you're worried about your draft status and you're thinking about other things," Kelly said he told his players. Kelly has been pleased with the response of the Irish (10-2), with five players who have sent in paperwork to the NFL requesting a potential draft grade. Kelly said the players have shown they plan to take the same team-first attitude against the Buckeyes (11-1) that kept them in the running for a playoff berth until a season-ending loss at Stanford. An example of that, Kelly said, was a decision seniors made about not putting

Purdue alum to pledge $12.1M to athletics center WEST LAFAYETTE, Ind. (AP) — Several alumni of Purdue’s football program have pledged a total of $12.1 million to support construction of an expansion of the university’s Mollenkopf Athletic Center. The Journal & Courier reports the new 110,000-square-foot football performance complex will feature a locker room, meeting rooms, training areas, player development room, coaches’ offices, a fueling station and a sports medicine facility. “Intercollegiate athletics, and football specifically, are a vital part of the fabric of our university, and this new facility will enable our current and future student-athletes to train more effectively and more efficiently,” Purdue President Mitch Daniels said in a statement. The school recently announced that alums Drew and Brittany Brees, Sandy Dauch, on behalf of her late husband, Dick, along with Doug and Maria DeVos, Bob and Amy Martin, and Tom and Joy Spurgeon have taken lead roles in financial support of the expansion.

NEW ORLEANS (AP) — Matthew Stafford's accuracy and poise sparked the Detroit Lions to a big lead and helped prevent them from squandering it, too. Stafford passed for 254 yards and three touchdowns, and the Lions held off a late surge by New Orleans to defeat the Saints 35-27 on Monday night. Detroit (5-9) raced to a 28-3 lead, but Drew Brees threw a pair of touchdown passes — one shortly after a Lions fumble — to help New Orleans (5-9) pull to 28-20 with about 10 minutes left. Brees passed for 341 yards and three touchdowns, becoming only the fourth quarterback to surpass 60,000 yards in a career while also eclipsing the 4,000-yard mark for the 10th straight season. Brandin Cooks caught 10 passes for 124 yards and a touchdown. But New Orleans' loss guaranteed consecutive losing seasons for the first time since Sean Payton became coach in 2006. Golden Tate caught two touchdown passes for Detroit. The Lions' last-ranked running game accounted for 150 yards and two TDs against New Orleans' last-ranked run defense. A three-game losing streak dashed those hopes. Now, they're simply trying to stop a freefall. Movement in top 10 after weekend of upsets DURHAM (AP) — How good is Duke basketball? It's big news when the Blue Devils drop out of the top 10. Saturday's overtime loss to Utah cost Duke a spot in the top 10 for the first time since February 2014. The streak of consecutive polls continues for the 15th-ranked Blue Devils. They have been in 162 consecutive polls, a streak that began with the preseason poll of 2007-08. Only Kansas, at 130, has a current streak of more than 100 weeks. Arizona is third at 66 consecutive polls. Duke is now 59 weeks from tying UCLA for the record of 221 consecutive polls, from 19661980. In addition to Duke, Kentucky, Iowa State and Purdue also dropped out of the top 10 after weekend losses.

Long Time

Providence moved into the top 10 for the first time since Jan. 17, 1978 when the Friars were ranked ninth. That team was led in scoring by Bruce Campbell and was coached by Naismith Memorial Hall of Famer Dave Gavitt.

Newcomers Utah returned to the rankings after a week out with its win over Duke at Madison Square Garden. The week's other newcomer has been away just a bit longer. South Carolina is in the Top 25 for the first time since the final poll of 2003-04. The Gameco*cks (10-0) have won only two games by less than 10 points and one of those was their most recent win, over rival Clemson.

UCLA dropped out of the poll after one week following its loss to North Carolina in the CBS Sports Classic. The Bruins were No. 22. Connecticut dropped out from 25th but the Huskies won their only game last week, over UMass-Lowell.

Twelve teams have managed two wins over ranked teams this season but only one can brag of two over top 10 teams. In fact, Northern Iowa (7-3) has wins over two top 5 teams: then-No. 1 North Carolina and then-No. 5 Iowa State.

Jackson bounced back from a season-low, ninepoint effort in a loss to Indiana by scoring 17 points, and the Irish held on for an 87-78 win over Youngstown State. "I just wanted to come out and continue to play my game, continue to take shots confidently," Jackson said. "I wanted to take good, efficient shots, and I thought I did." Jackson was 4-for-17 shooting against the Hoosiers on Saturday, but hit 8 of 12 from the field to go to with four rebounds and four assists. Notre Dame coach Mike Brey had a simple message for Jackson on the ride home from Indianapolis after the loss. "Sat with him on the bus for about 15 minutes and said, 'Let's get back to work, on to the next one,'" Brey said. "Good to see him back in a rhythm." V.J. No change yet at QB NFL suspends WR Beckham Jr. for 1 game for Denver Broncos ENGLEWOOD, Colo. (AP) — Brock Osweiler remains the Denver Broncos’ starting quarterback pending medical tests on his injured left shoulder, and Peyton Manning will try to return to practice Wednesday. Coach Gary Kubiak said “nothing has changed” with his QB situation Monday, a day after Denver blew a double-digit halftime lead for the second consecutive week. Kubiak said Osweiler was “sore today ... and all indications are that he’ll be OK.” Osweiler was injured when he scrambled for 7 yards in the second quarter of Denver’s 34-27 loss at Pittsburgh, where the Broncos (10-4) blew a 17-point lead. Manning has missed five weeks with a torn left plantar fascia. Kubiak will meet with both QBs and “have a plan in place when we get to Wednesday.”

NEW YORK (AP) — Losing control during Sunday's loss to the Panthers will cost Giants star receiver Odell Beckham Jr. one game. The NFL on Monday suspended Beckham for next weekend's visit to Minnesota for his conduct against Carolina, when he drew three personal foul penalties. The league cited "multiple violations of safety-related playing rules." Beckham appealed the decision. His case will be heard by either James Thrash or Derrick Brooks, the hearing officers jointly appointed by the NFL and the players' union. Without Beckham, the Giants (6-8) would be missing their best offensive weapon as they try to stay alive in the

NFC East race. Beckham and Panthers cornerback Josh Norman tangled from the beginning of the Panthers' 38-35 victory. At one point, Beckham delivered a diving helmet-tohelmet hit on Norman while blocking. There was plenty of pushing, shoving, swinging, wrestling, late hits and trash talking between them. Beckham, the 2014 Offensive Rookie of the Year, has 91 catches for 1,396 yards and 13 touchdowns, tied for the league lead. He has a base salary of $893,000 and would lose $55,813 for being suspended for Sunday night's game. The suspension was imposed by NFL Vice President of Football Operations Merton Hanks, who ruled that Beckham's

The Republican presidential frontrunner also took to Twitter to demand an apology from his leading Democratic opponent. "She's a liar!" Trump told more than 6,000 people at a rally in Grand Rapids, Michigan. He also said Clinton was "crooked" and "not a president." During Saturday's Democratic debate, Clinton said Trump had become

Indiana regions passed over for state money continue search TERRE HAUTE (HSPA) — Local stakeholders in the Indiana Regional Cities Initiative are looking ahead to the second phase, aiming to build upon existing ideas to attract more people to communities along Indiana’s border. The next steps may involve expanding a coalition of partners beyond Vigo, Sullivan and Knox counties — while still emphasizing the river as a connector between the region’s communities — and developing a more strategic plan to broaden the scope. Members of the Wabash River Region’s application committee are confident, however, that the original plan was a good start and encouraged by the likelihood for future state dollars. The region did not receive full funding in the first phase of the initiative, created to help address population stagnation and a shortage of talented workers living in or moving to Indiana. Out of seven applications, the state decided to fund proposals from the South Bend, Fort Wayne and Evansville areas. But the Indiana Department of Economic Development’s Board of Directors

voted last week to continue supporting the four remaining, through helping identify public or private funds for planning to continue development of the regional plans. Amounts will depend on fund availability. “They were pleased with all seven proposals, but I think what they’re most proud of is it’s a very, very unique approach to economic development by way of talent attraction,” said committee member David Haynes. Once the General Assembly approves funding the winning three regions, the committee believes enough money will be left over to share with the rest. “There’s more money out there, but it has to be directed,” said Haynes, president of the Terre Haute Chamber of Commerce. Miss Universe show, host apologize for crowning the wrong woman NEW YORK (AP) — The Miss Universe pageant and host Steve Harvey doubled down on the apologies Monday after an excruciating live television moment — announcing incorrectly that Miss Colombia had won and then taking the crown from her head to give to a rival from the Philippines. The fallout from Sunday’s show made Harvey an online symbol of “oops” moments, drew a reaction from Colombia’s president and even a gloating tweet from Donald Trump, the pageant’s former owner. As televised on Fox, the contest was down to Ariadna Gutierrez Arevalo of Colombia and Pia Alonzo Wurtzbach of the Philippines when Harvey, a first-time Miss Universe host, proclaimed Gutierrez the winner after a long dramatic pause. Music swelled, Gutierrez was fitted for a sash, given flowers and a crown was placed on her head. That made it two straight Miss Universe winners for Colombia, where the pageants are taken seriously. She bathed in applause for nearly two minutes before Harvey slowly made his way back onto the stage. “I have to apologize,” he said. “The first

runner-up is Colombia.” The camera switched to a bewilderedlooking Wurtzbach, who came back on the stage to get the crown as the same celebratory music repeated. Haynes said he felt the team got “a lot” accomplished, especially since they competed with areas that had years of experience collaborating regionally. “And we were able to get into the game and be a player after only two or three months,” he said. “And what that suggests to me is, given a little more time, we’re going to be more and more impressive to the folks that are delivering the funds.” While the state took note of the region’s level of effort, the plan didn’t meet requirements for population and return on investment. Most cities have a structure that allows participants to choose from an annual fee, a monthly fee or an hourly or daily fee to rent the bikes, Williams said. Bike sharing programs are usually funded by membership fees, user fees, sponsorship or grants. For example, in Indianapolis, the annual fee is $80, or an individual may purchase an $8 day pass to use the bike, Williams said.
